Electronic Resources Policy

Lyons Public Library Acceptable Use/
Electronic Resources Policy

In keeping with the Lyons Public Library's mission to provide materials and services in a variety of formats to meet patrons' needs, the library has several public access computers for use.  These computers are available for Internet use, word processing, improving literacy skills, and educational games.

It is the policy of the library to: (a) prevent user access over its computer network to, or transmission of, inappropriate material via Internet, electronic mail, or other forms of direct electronic communications; (b) prevent unauthorized access and other unlawful online activity; and (c) prevent unauthorized online disclosure, use or dissemination of personal information of minors.

To the extent practical, steps shall be taken to promote the safety and security of users of the Library’s online computer network.   To the extent possible, library staff will supervise and monitor usage of the online computer network and access to the Internet in accordance with this policy. All Internet access on LakeNet computers will be filtered. Internet access on Road Runner computers is not filtered. Procedures for the disabling or otherwise modifying any technology protection measures shall be the responsibility of the Library Director and her designated representative.  The library’s Internet connection may be used only for lawful purposes.  Transmission of any material in violation of any U.S. or state regulation is prohibited.

The computers are available whenever the library is open.  Patrons under the age of 18 must have the written permission of a parent or guardian in order to use any of the library's computers. All users must have a valid Lyons Public Library card in order to use the computers.  You must present your library card to staff to scan and then sign the computer log at the front desk. There are no exceptions! If you have fines on your card, you may be asked to pay them before being able to use the library's computers

Software must be obtained from the desk with your Lyons Public Library card.  Both your card and the software must be scanned.  The software may only be used in the library!

Patrons can reserve a computer (24 hours in advance) for a 1-hour block of time per week.  When not reserved, the computers are available on a walk in basis.  If no one is waiting, a patron may continue to use a computer for 1 more hour. No more than 2 people are allowed at a computer.

Patrons may not save anything on the hard drives of the computers. This includes downloading off the Internet.  People are encouraged to bring their own floppy disks or they may buy one at the library for $1. Patrons are not not allowed to install software or hardware nor make changes to the configuration of any computer.  Printing costs are 10 cents a page.  Patrons are responsible for all printing costs. Any damage to a computer or its peripheral devices is the responsibility of the user.  Abuse of equipment or services will result in the user being denied further access to the computers and services.

The Library Staff is trained to provide limited instruction.  They will assist you as their time allows.

The Internet is a global electronic network and therefore, the library cannot control the quality, accuracy, currency or content of information obtained through an Internet site or software program.  Parents or guardians must assume the responsibility for their children’s use of the Internet and are strongly advised to accompany children. Some sites on the Internet are inappropriate for children and may contain messages, materials or graphics that may be offensive.

Since the computers are in view of other people, users are not permitted to display any visual images containing nudity, obscenity, or graphic violence.  Chat rooms are not allowed either.  Patrons will receive one warning regarding this rule; another violation will result in permanent loss of Internet and/or computer privileges at the library.  Acceptability of screen displays will be left to the discretion of the supervising library staff.

Any criminal activities will be reported immediately to the proper police authorities.

The Lyons Public Library reserves the right to revise this policy at any time.

BORROWERS POLICY

A Lyons Public Library card is required for all borrowers in order to be consistent with the circulation system used by the library. Therefore, library cards from other libraries can no longer be used here.

To get a Lyons Public Library card you must fill out a registration card. Children must be at least 4 years old in order to receive a library card. Children under 14 years old need a parent's signature on the registration. Those ages 14 - 17 do not. People ages 18 and older must provide proof of current address.

We will accept the following items as proof of current address:

  1. Driver's License.

  2. Non-Driver's License.

  3. Utility Bills, Credit Card Bills, etc.

  4. Bank Statements.

  5. Any other i.d. that shows current address.

If proof of current address is shown, the card may be picked up at the library within one week. If unable to provide proof of address, the card will be mailed.

You must have your Lyons Public Library card with you in order to borrow any materials. There are no exceptions.

No one else may use your library card.

Registered patrons agree to comply with the library's rules and regulations; are responsible for all materials borrowed on their card and agree to pay all fines, damages to library materials and the replacement cost of lost items. Patrons also agree to give immediate notice of any change of address. Parents are responsible for the payment of charge and fines incurred by their children.

Lost or damaged cards will be replaced for $5.00.

The Lyons Public Library does not set restrictions on the number of items a patron may borrow, with the exception being videos. However, if a patron has outstanding fines or overdues, no materials can be taken out until the patron's record is cleared.

There is no limit on the number of audiobooks, books, cassettes, compact discs, and periodicals that a patron may check out. However, only three videos or DVDs may be checked out at a time.

The Library Director may place a limit on the number of items borrowed by an individual based on demand by others for the type of material, or other circumstances.
